Romney Panel Offers Death Penalty Plan
In a report on capital punishment in Massachusetts, a panel of specialists is recommending that Massachusetts use capital punishment for the worst crimes. The new capital punishment standards would require that jurors adhere to a standard of no doubt to sentence a defendant to death. The Boston Globe has more.
