Reference Question - Massachusetts Gubernatorial Executive Orders

I had an interesting question on the Massachusetts Governor's power to issue executive orders. The State Library has a brief web page entitled "What are Executive Orders?" that touches on this topic briefly. Also, there was a Legislative Research Council Report, Report Relative to Gubernatorial Executive Orders, issued on April 3, 1981. This report examines the Governor's authority to issue executive orders. A PDF of this report is available at the Massachusetts Trial Courts web site.
